Towards the end of 2013, the requirement to obtain a waste licence for small effluent treatment plants changed.  As of November last year, treatment plants with a daily treatment capacity of 2 million litres or less need not apply for the waste licence.  This is a great relief.  Application for a waste licence is an EIA procedure - costly and time consuming.

Since 2008, the Department of Environment Affairs took on the onerous task of over-seeing licence applications for any treatment plant that treated more than 2 million litres per year.  As of November 2013, work load at the DEA has lightened considerably.
